School
The Florida High School Athletic Association
states that only players who attend the high school or home school
players who live within the district of their assigned high school
or middle school are allowed to play for that school providing that
they produce a school ID card or a report card. In the case of a
home school participants, he/she would have to show proof of address
of the district he/she would attend public school.
This is designed to be a SCHOLASTIC HOCKEY
LEAGUE (not travel) with the intent to build the same kind of school
spirit, enthusiasm and school participation as is demonstrated with
other scholastic sports; with the hope that hockey (both inline and
ice) will some day be recognized as an official Florida High School
Athletic Association Sport.
The league rules are designed to allow a
maximum number of players to be eligible to play Scholastic Hockey,
e.g., Varsity, Junior Varsity and Middle School teams and still
maintain their scholastic identify. The intent is to have the
greatest number of players come from the school which they attend.
It is the responsibility of the participating
school to fill at least 2/3 of the roster spots with players which
want to play, that are directly eligible to that school, THEN use
the expanded eligibility rules to fill the balance of the spots to
complete the team. NOT THE OTHER WAY AROUND!
PBHO encourages each participating school to
hold an open try-out in accordance with the eligibility requirements
to give a fair opportunity to as many students to play Scholastic
Inline Hockey. The league will supply two time slots for all
participating schools to hold their try-outs.

Team Coaches
There shall be a maximum of three coaches per
team on each bench. All coaches must have a current AAU Inline
Hockey Coaching Membership. Coaches Forms will be made available on
the registration date.

Roster
ALL PLAYERS MUST HAVE A CURRENT VALID AAU
INLINE HOCKEY MEMBERSHIP PLAYER CARD; NO EXCEPTIONS.
All teams are allowed a maximum of 16 players
on their roster, but can only dress 14 players including goalies
(2).
Junior Varsity teams may not have more than
Two (2) seniors on its roster at any given time. Unless otherwise
authorized by the league. Any violation of this rule will result in
FORFEIT
All team rosters must be submitted to the
League prior to the start of the first game.
All teams may have a maximum of two goalies
on their roster.
All team rosters must include name of school
the player attends, the players’ name, address, telephone number,
school ID number, participants parent(s) name, signature, grade,
G.P.A. and date of birth.
Players must maintain a 2.0 G.P.A. throughout
the season to remain eligible. The coach will be responsible to
provide a copy of the report cards of all players to the league when
interim reports and report cards are released. If a player becomes
ineligible because of a G.P.A. of less than 2.0 that player will
remain ineligible until the next reporting period. NO EXCEPTIONS.
Changes to the team roster may be made up to
the start of the THIRD game.
After the start of the THIRD game NO CHANGES
TO THE ROSTER CAN BE MADE.
The following are the only THREE (3)
exceptions where a roster change could be made and these changes
must be reviewed and approved by PBHO and by the third game.
1. A student outside of Palm Beach
County transfers to a participating school and wants to be part of
the team;
2. A student inside of Palm Beach
County transfers to a participating school and otherwise would not
have been eligible to play under League rules;
3. A student which transfers from one
participating school to another participating school will be allowed
to play for either school. If that player chooses to play for the
“old” school it will only be to the completion of the season; after
which the player must play for the “new” school. Players can not
play for both teams.
Each represented school shall have only ONE
(1) varsity team and/or ONE (1) junior varsity team.
No team may have TWO (2) teams in the same
team classification, unless justification can be shown to the PBHO
Board.
Students must be enrolled full time at a
participating public Palm Beach or Broward County school or be home
schooled within the Palm Beach or Broward County participating
public school district or be enrolled full time in a private school
or magnet school (within Palm Beach or Broward Counties) which the
players address is within the participating public school district.
* Exceptions must meet the expanded
eligibility criteria.
EXPANDED STUDENT ELIGIBILITY CRITERIA:
Criteria#1:
A player who attends a participating public
school is considered eligible. If a player is cut from that
participating school he/she may NOT play for any other school. If a
player attending a district school that is not a participating
school, that player may NOT play for any other participating school.
Criteria#2:
A player who is home schooled whose address
is within the public school district of a participating school may
play for that participating school. If that player is cut from a
participating school he may NOT play for any other school.
Criteria#3:
A player who attends a private school whose
address is within the public school district of a participating
school may play for that participating school as long as that
specific private school is not one of the participating schools. If
player is cut from that participating school he may NOT play for any
other school.
Criteria#4:
A player who attends a magnet school whose
address is within the public school district of a participating
school may play for that participating school as long as that
specific magnet school is not one of the participating schools. If
player is cut from that participating school he may NOT play for any
other school.
Each participating school who has a VARSITY
TEAM has the first option to place a team in the JUNIOR VARSITY
Division.
Players may only be on ONE team
roster. A JV player may only play up on the same school Varsity team
for no more than 4 games during the regular season, unless
permission has been granted by the league authorities. When a JV
player has been moved up for a Varsity Game that player’s name must
be reported to the official scorekeeper and added to the score sheet
before the start of the game failure to do so could result in a
forfeit.
If a participating school enters one team, at
the coaches discretion shall chose which division that team will
play in. After the approval from the league.
If a participating team does not have a
goalie within their district in accordance with the eligibility
rules; the participating team may “Roster” a goalie from another
district. If the district has a participating team that has two or
more goalies “Rostered” and does not want to use one of its goalies;
That team must formally release that goalie in writing to the
league. Then that goalie my play for that team in need. If there are multiple
goalies; the closet geographically located goalie to the
participating team would be the goalie eligible for the team looking
for a goalie. Each coach who has or knows of additional goalies from
their participating school must report those goalies information to
the league before the first game, for the purpose of placement.
A team with a goalie situation must
demonstrate to the league that they have exhausted every means
possible to find a goalie within that participating school.
If a varsity team needs a goalie for a game
and does not have a JV team to pull a goalie from, with permission
from the league may use a an eligible goalie from the same division
or must dress a player. In the JV and Middle school divisions you
may use only an eligible goalie from same division or must dress a
goalie.
If the league finds a participating team is
in violation of the player eligibility rules the PLAYER WILL BE
REMOVED FROM THE ROSTER AND THE PARTICIPATING TEAM WILL NOT BE
ALLOWED TO ADD A PLAYER TO THEIR ROSTER. ALL GAMES PLAYED WITH AN
INELIGIBLE PLAYER WILL BE FORFEITED.
Should any participating team protest a
players eligibility it must be reported prior to the start of the
game with a check made out to the Palm Beach Hockey Organization for
$100 The protest must be brought to the referees attention and
noted on the official score sheet.
The game will be played and the team of the
protested player may use that player, but if the team is found to
have violated the player eligibility requirements the game will be a
FORFEIT AND THE GAME SCORE WILL BE 8-0.
The player will be removed from the roster
and any previously played games in which the ineligible player
participated will BE FORFEITED.
Varsity team players may be in grades 9 thru
12 and players must be less than 19 years 9 months old.
Middle School players may play up in the High School Division only
if their middle school does not have a team and all of the following
requirements have been meet. Players must have written permission
and a signed waver from one of the participant’s parents, a written
evaluation from the high schools Head Coach, regarding the player’s
ability to perform at the High School JV or Varsity level. Also the
players Middle School must be in the same zoned school district as
the High School that the player will be participating at. Once all
requirements have been submitted to the league, the league will
review all of the information and will make a decision in a timely
manor. JV goalies may play up only if they have a varsity team and
may move back down. Varsity goalies may not play down. All moves
must be reported to the league and the official scorekeeper prior to
the game. If a player has graduated and/or no longer
attends high school regardless of age; the player is not eligible to
participate.
The first responsibility of the participating
school is to provide the opportunity to all the players which are
enrolled in the participating school and the home schooled players
within the district of the participating school.
SEASON:
The season will consist of Twenty (20)
regular season games with playoffs
All
Coaches must report to the official scorekeeper players who are not
in attendance for that evening’s game. Players must play in TEN (10)
games or more to be eligible for playoffs
There will be no rescheduling of regular
season game times for no reason; NO
EXCEPTIONS. Playoffs will be the top
FOUR (4) teams making the playoffs with the first round being a
single elimination round. The championship round will consist of the
best out of THREE (3) games between the two winning teams from the
first round in each division.
The playoff seeding in case of a tie shall be
as follows:
1. Total points
2. Number of wins.
3. Head to Head.
4. Goals against.
5. Goals for.
6. Penalty minutes
7. Coin flip
GAMES:
All games will have a THREE (3) minute
pre-game warm-up.
Each game will consist of Three (3) 12 minute
running time periods; except in the last TWO (2) minutes of the
third period when the score differential is TWO (2) goals or less.
Stop clock time will apply until game is
complete or score becomes greater than two goals.
Teams will have ONE (1) time out per game.
Overtime in regular season will result in
three on a three, five minute sudden death overtime period if it
remains a tie both teams will go to a four man shoot - out round if
still tied a sudden death shoot - out using the same four shooters
with the exception that no shooter may shoot back to back . The team
that wins in the shoot - out will receive two points and losing team will receive one point.
Playoffs will result in a continuous four on four,

minute sudden death overtime periods until a winner has been
determined.
PENALTIES:
Any player who receives THREE (3) penalties
within a game will be ejected from that game.
Any player who starts or participates in
FIGHTING will be suspended for One (1) game.
Any player who starts or participates in
FIGHTING a second time in the same season will be suspended for the
balance of the season including playoffs
Any player receives his/her third suspension
in same season will receive an additional five game suspension under
the League Supplemental Disciplinary rule.
Suspended player/coach must attend every
complete game for which they are serving a suspension.
The suspended player/coach must check in with
the official score keeper prior to that game.
The suspended player/coach must check out
with the official score keeper after that game.
The suspended player shall not be in uniform
for that game.
The suspended player/coach shall not sit on
the bench during the game.
For a violation of this rule another game
suspension will be served until the suspended player/coach fulfilled
these requirements.
